Can I get a green card while on OPT or H-1B?

Yes. H-1B is a 'dual intent' category, so pursuing permanent residence (a pending or approved labor certification or immigrant petition) does not jeopardize your H-1B status. For F-1/OPT, USCIS generally treats being the beneficiary of a pending or approved labor certification or immigrant petition as not, by itself, disqualifying, as long as you still intend to depart if your temporary status ends. Most people get the green card through an employer-sponsored process (PERM, I-140, then adjustment of status or consular processing).
